Airship is developed by an open community of collaborators who coordinate publicly through discussions on the airship-discuss mailing list (as well as in a public task tracker, public code review system, and so on).

That documentation appears to no longer exist in the location you've linked. It was removed when https://review.opendev.org/807356 merged a week ago, and the main docs index now links to https://opendev.org/airship/airshipctl/src/branch/master/tools/airship-in-a-... which seems to no longer recommend the command you're erroring on.
