Welcome! And yes, that info address goes to the folks who handle
things like financial sponsorships and legal paperwork. Airship is
developed by an open community of collaborators who coordinate
publicly through discussions on the airship-discuss mailing list (as
well as in a public task tracker, public code review system, and so
on).

That documentation appears to no longer exist in the location you've
linked. It was removed when https://review.opendev.org/807356 merged
a week ago, and the main docs index now links to
https://opendev.org/airship/airshipctl/src/branch/master/tools/airship-in-a-pod
which seems to no longer recommend the command you're erroring on.
